The Pan-Commonwealth Forum on Open Learning is held biennially, co-hosted by the Commonwealth of Learning (COL) with partners in different regions of the Commonwealth each time. The Forum's focus is on topics especially relevant to societies in developing countries from where the majority of participants are expected.
